President Barack Obama set off Wednesday on a four-state, campaign-style defense of his energy policies, a trip that painfully high gas prices have made a political necessity for the embattled incumbent.

Obama’s second stop on the two-day trip will be an oil and gas production field on federal lands outside of Maljamar, N.M. He plans to underscore his support for expanding oil and natural gas drilling on American soil in a spot the White House noted houses some 70 oil rigs.

But Buck charged that “leasing and permitting delays” had slowed output from federal lands.

• The president misleads the American people into believing his policies create more oil production today than at any time in the past eight years. In fact, on federal lands the president controls, oil exploration plummeted by 14 percent from 2010 to 2011. Gains in oil production made during the past three years took place on private and state lands not under the president’s control, and in spite of his restrictive policies.

As President Obama lands in Roswell Wednesday afternoon, he will be greeted by hundreds, and maybe thousands of protestors with the theme of not placing the Dunes Sagebrush Lizard on the endangered species list. If the lizard goes on the list in June, oil and gas companies will be required to go through possibly a year’s worth of approval before drilling. Many people worry that this will, again, affect the cost of gas, and will cut jobs in the industry.

Senate Democrats have offered up their second stab this Congress at repealing tax incentives for major oil companies.

Sen. Robert Menendez (D-N.J.) introduced a bill Monday eliminating incentives for the big companies and using revenue to help renewable energy sources — a senior Senate GOP aide told POLITICO. A Menendez spokeswoman confirmed he is the lead sponsor, but said more details would not be available until Tuesday.

The measure was placed directly on the Senate floor calendar, the GOP aide said.
